For example is there an average « Scopus H index value » required for promotion to Full Professor ? This is taken into account that each country has indeed its own evaluation system / strategy.
Yes, all relate to the number of citations, thus somehow describe the recognition in the field.
In my opion h index is the best value to compare experienced scientists.

There is a loose correlation as they all "increase" with age.
There isn't a direct use of the parameters in academic promotions in the universities I am familiar with in Europe in the sense that one need a certain H-index to be promoted from e.g. assistant to associate professor.
In the academic booming large Asian countries (China, Japan & Korea) it seems there is a more direct use of the parameters.

An interesting study in the USA by Rad et al. (2010) - scientific disicpline RADIOLOGY - demonstrated that there was a significant relationship between « scopus h index » and « academic rank » (with h index increasing with academic rank).

Dear @ Dr. Kasban, did you mean that only "scopus H index" should be considered for recruitment / promotion issues (and that "impact factor" should not be considered). If so, how H index value should be used ?
I think there is a relationship between H index (citations) and impact factor: considering citations from journals with impact factor (most of them are included in SCOPUS database) is more adequate than considering citations in journals without impact factor.
