I have not actually used one myself, but I am sure you could make one! You might be best trying to have a go on a professional one first though so you can see what is important and needed. Maybe you can sweet talk one of the people who sent you a quote into testing theirs to verify the functionality before you "buy"...
* When you only need to produce the initial films, a properly chosen tray is all that is required.
* When you also need to compress the films, you must have the properly-designed mechanics.
* When you also need to measure surface pressure, you must have a properly-designed probe.

You may lower the costs by designing your own tray and sweeper mechanics. You should not compromise on buying a working probe for surface pressure.
