The land application of heavy metals in biosolids/sewage sludge is regulated by the USEPA, but I am not sure if the heavy metals via animal manure application are regulated?
Yes , definitely the standards as per US EPA decided for heavy metals in manure.for detail please find attached article. Many heavy metals accumulate in animal manure. Some of the example the concentrations of Zn and Cu (538.29 mg/kg and 151.11 mg/kg, respectively) in raw manure were significantly higher than that of Cr, Ni, As, Pb, Se, and Cd (10.64 mg/kg, 9.27 mg/kg, 1.56 mg/kg, 2.12 mg/kg, 1.95 mg/kg, and 0.27 mg/kg, respectively) Composted manures play an important role in maintaining soil fertility, but they can be a significant source of heavy metals, so it is necessary to compare their content with permitted values.Animal manure is one of the diffusion routes of heavy metals and metalloids into the environment, where the soil can accumulate them. Heavy metals and metalloids can then be released into groundwater sources, be absorbed by crops, and enter the food chain with negative effects for human and animal health..In manure can increase nitrate levels in ground water and cause bacterial contamination and fish kills in surface waters. Excess phosphorus can be contained in erosion or runoff from fields and accumulate in surface water impoundments such as ponds and lakes. Pig manure (PM) is often highly enriched in heavy metals, such as Cu and Zn, due to the wide use of feed additives
As the others have stated there are regulation for Biosolids by USEPA. In addition many states also have state regulations the may differ slightly from EPA's. e.g. some state regulate Cr or have a table 3 (USEPA) restrictions for Mo.
USEPA currently does not regulate metals in manure. I know there are metals in manure but not regulated by USEPA.
