Many wetlands disappeared due to urbanization, which means some natural wetlands cannot adapt to the urban environment. I think there must be some different between normal natural wetland and urban wetland.
You may find this publication of interest, although it involves creating wetlands in an urban environment rather than protecting existing wetlands. The purpose of the created wetlands in this work is to reduce nutrients carried in stormwater before the water enters natural waterways.

Urban wetlands have disappeared mainly because of artificial drainage to get land to settle on like mexico city (xochimilco is only remianing wetland there) and to lower the water table (like Miami and the Everglades).
