There exists previous studies on the relationship between land use and cover change (LUCC) and water quality (WQ) on a watershed scale. Such studies had indicated that their associations are dependent upon the spatial scale and water quality item. As for the decision-makers, they want to know the result on a wider spatial scale (e.g. national or continental), and know the relative weights of the main factors controlling spatial changes of WQ. Such studies at a larger scale will benefit governors making scientific and reasonably macro-level policy.
