I am interested in publishing a recent scientific study (brief report) that may have some political ramifications. I am searching for a non-peer reviewed journal or publication platform. This study will benefit the general public as much as the scientific community.
Recently we submitted a manuscript with some criticism of the often applied "cherry-picking" strategy in terms of highly-resolved microscopic images. The first four of five journals directly rejected it as "not interesting" - finally it was published in Sci. Rep., and we got several mails from colleagues who agreed and stated that they had published something similar, wanted to do so or just were happy that somebody mentioned this problem.
In other words - if you address a critical topic, it may be not so easy to publish your manuscript in a good journal, but it's worth trying it. If you publish it "somewhere", it will simply not be read by others.
Almost all journals in science are Peer Reviewed . However, few predatory journals have no much rigorous review process as these journals are professional journals..
Dear Stephen K Rhodes D.M.D. serious scientific journals normally have a peer-review process. Personally I would always suggest to publish your work in international, peer-reviewed journals. One more point: If your study is of interest to the general public, you might consider offering it to a local or even national newspaper instead of a scientific journal.

If we put our thought into practice and publish it ...either in newspaper or any magazine.. It is simply not peer reviewed it can be professional but majority of the journals are always peer reviewed....
Peer review is mandatory for any content published in any journal. However, sometimes peer review is skipped or compromised in some cases.
(1) Journals which advertise too much on open access fee and promise shorter publication period may not follow the standard protocol for publishing.
(2) Articles published in some journals through conferences are not peer reviewed fully.
(3) Many publishers advertise too much on Call for Book Chapters. All those book chapters are not peer reviewed except with standard publishers.
(4) Invited articles are not subjected to peer review sometimes.
Since your target audience is general public, you can try publishing with reputed new papers and magazines which are not subjected to peer review.
Dear Stephen K Rhodes D.M.D. in my experience peer-review is essential to ensure a high quality of a research article. Only peer-reviewed papers will be read by specialist colleagues in your field around the world and eventually cited. That's why my list of publications contains only papers published in international, peer-reviewed journals.
