I think there must not be uniformity during surveys of plant pathogen such as PLRV, PVY, early blight and late blight disease. The survey methods for each pathogen must be different. Would you like to add your answer?
If you talk about survey of plants inoculated artificially - you are right, each pathogen has specific time/method for inoculation, optimal temperature, and disease rating method. But, in field test they have more similar treatment, although differ in time of disease appearance, with the same basic trait - you have to measure progress of symptoms in time and yield of tubers for all the diseases.
In addition to Alex' comment, is seems particularly important to relate the results of the laboratory assays to those from teh field trials. Even tiny changes experienced may lead to tremendous variations in the outcoume (important for the field tests, where you usually do not spray with only one isolate).
