Education is our basic right. To enter into the world of cumulative knowledge, education is the prime gateway.
Along with regular primary and secondary (basic) education programs, special education models, such as evening schooling for elderly and disadvantage groups are very common in many countries. Governments, UN organizations, NGOs, CBOs are designing and implementing many programs to attract youth and elderly people in basic education.
However, following the models on night/evening school, many universities are designing and executing evening PhD program. Do we really need such programs? What is the goal of such program: Research or Money?

To an extent, the goals of basic education and higher education are the same because, as I see it, education whatever aims at generating citizens of the world, that is, indviduals interested in pursuing the true, the good, and the beuatiful. Of course they differ on several respects.
1) Basic education is mandatory in many countries and free of charge. In most of the countries higher education (college, university) has fees and hence it is not free of charge.
2) In basic education we have, say, teachers and pupils. In higher education, we have, say, students and professors that generally have a MA or Ph D degree.
3 ) Curricula for higher education are more demanding in intellectual terms than those for basic education.
4) In both basic and higher education, teachers and professors should be aware than only education can save societies and individuals from possible collapse, be it violent or gradual.
5) In both basic and higher education teachers/professors should be more mentors and organizers of learning experiences and situations such that their pupils/students understand, reinvent and reconstruct what they learn than simple transmitters of ready made and establisbled truths imposed on pupils/students from the outside.

It should be all oriented towards achieving the intended learning outcomes. More options to the learners lead to easy access and flexibility in learning and reaching personal goals. High personal variations should be considered.
It is a question of access. Here in the United States, many people do not go directly from high school to undergraduate school to graduate school to a PhD program. They simply don't have the time or the money to do all of this at once. Life gets in the way. Military service, family obligations or work interfere. Also in the United States, advanced education is often required for job promotion. This sends many adults back to school part time. They generally attend classes in the evening or on-line.
