Exploitation, confrontations and wars. Rational beings emerged on Earth from other members of the animal kingdom, inheriting their behaviors and instincts, with very little consciousness. They were eminently predators of nature and their own kind. Solidarity extended only to the family and the tribe, which was not very different from a herd. By ceasing to be a nomad and establishing a division of labor, the first manifestation of human consciousness, the initial non-sexual fantasies and the imagination, developed. But the lower instincts never ceased to exist in that long stage. The members of a tribe saw their peers from the rest of humanity as threats or sources of food, or women to procreate, or environments more conducive to life. The emigration and colonization of other locations was always accompanied by extermination through clashes and wars. The prevailing principle was the conquest by human groups of territories occupied by other weaker humans. The victors also began to exploit the previous occupants. In this convulsive process, kingdoms, empires and civilizations were established, always in struggle with each other, except for rare periods of peaceful coexistence. This is how the disappearance of complete civilizations took place, subjugated by others that were not always more developed and enlightened, but stronger, cruel and unscrupulous.
The man always looked towards the sky. Firstly intrigued by those luminous objects that moved inexplicably, which added to the set of mysterious events that occurred around him in the terrestrial environment; then attributing to that inaccessible environment the category of dwelling of gods, scene of similar struggles to those of humans, and origin of everything existing on Earth.
Existing treaties (Wikipedia1, 2018) From the very beginning of the space age in 1957 with the launch by the USSR of the first artificial satellite, some international rules for extraterrestrial activities began to be established. However, these agreements are not binding and have had very limited adhesion by the member countries of the UN. The most accepted was the 1967 with 104 countries, but the 1979, which was supposed to be a deepening and extension of the outer space treaty, is considered a failed pact, because it had only 17 signatories.
It can be appreciated that these legal efforts have not borne fruit in solid and comprehensive treaties on the whole set of issues that encompass the exploration and use of outer space, although many of them capture the positive aspirations of a large part of humanity.
State of exploration and exploitation of extraterrestrial space. Exploration of outer space with unmanned spacecraft began in 1957 with the successful launch of Sputnik I. This was followed by a long list of unmanned satellites launched by the two leading countries --- USSR and USA ---, and then loaded with various biological species to evaluate the effects of orbital conditions on living organisms. All this served as preparation for Yuri Gagarin's famous trip to space in 1961.
Risks of uncontrolled colonization. (Wikipedia2, 2018) (Robinson, 2016) The risks of lack of control and supervision of human activities in outer space are many, some of which have already manifested in practice, such as the creation of a dangerous aerospace scrap belt around the Earth, and constant threats of the military use of extraterrestrial space.
Operations of individuals In recent times there has been a proliferation of actors in the construction of vehicles and artifacts to develop businesses related to outer space. This is a very worrisome situation, because entrepreneurs are rarely scrupulous and ethical when it comes to making a profit.
Social risks Is it possible that in the settlements of earthlings on other planets there are situations like apartheid, based on reasons of a religious, political or historical nature? Will discrimination in some settlements be allowed on grounds of sex, race, sexual preference, religion or political ideas? In present-day human societies, vices such as robbery, violence, sexual abuse, child pornography, drug consumption and others exist to a greater or lesser extent. Will the space travelers on Earth (and from other corners?) suffer the illicit drug trafficking on Mars? Will the moons of Jupiter be settlements of brothels of adults and children? Will it be possible to enter any planet inhabited by terrestrial humans without the risk of being assaulted, murdered or abused? Will the mafias settle in the extraterrestrial colonies? Will some celestial bodies be used to banish incorrigible criminals? Will some "luxury" planets be used to install the families of the rich and powerful on Earth?
Environmental risks The exploitation of resources of other celestial bodies goes through the same considerations as on Earth. The principle of sustainability must prevail; that is, limited ownership and environmental respect. The errors that have been made on Earth and that have led to the current situation of habitat deterioration can not be repeated on any planet B. (Robinson, 2016)
Conquest of celestial bodies? On our planet Earth, conflicts of interest have been solved on multiple issues. A good example is the use of Antarctic territory for research and exploration settlements. But there are many other bad examples, such as the rights of the sea, the rights of children, care for the environment and others where the accession of all countries has not been achieved. There are also international agreements that seemed lifelong as those collected with immense effort by the World Trade Organization, which are suddenly pulverized by the change of policy in a powerful country. In short, in the world scenario of the Earth many conflicts are solved by the use of force in the form of pressures, unilateral decisions, sanctions, aggressions and wars. For that reason it would not be surprising that in the uncontrolled exploitation of extraterrestrial space the principle of the conquest of territories of the traditional form that existed in the colonial era prevails.
Proposals for solutions. It is evident that the agreements and pacts agreed so far between the countries do not have the adhesion of all those involved, including some of those that have the technology to reach the extraterrestrial space, and the approved treaties are not binding and do not cover all the aspects that are necessary to include in the regulations. That is why the first objective should be to promote the writing and signing of a binding letter for life among the member states of the UN, which includes all the rights and duties of governments in relation to the exploration, colonization and exploitation of outer space. . Countries that do not adhere to the Letter will not have any rights in relation to activities in outer space. The fundamental principle of this Letter is that THE UNIVERSE DOES NOT BELONG TO THE TERRICOLS ONLY, IT IS THE HABITAT OF THE LIVING BEINGS OF ALL THE CONFINES, AND THE ACTIVITIES OF THE HUMANS OF THE EARTH IN THE EXTRATERRESTRIAL SPACE WILL NEVER BE ABLE TO DAMAGE OR PUT AT RISK TO DISPOSE OF LIFE OR THE INTERESTS OF THE SPECIES PRESENT IN SUCH SPACE.
On the other hand, there is no organ of the United Nations responsible for controlling and demanding responsibility from those who do not comply with these regulations. Therefore, within the Letter of rights and duties in extraterrestrial space will be established the creation of a United Nations Council for the exploration, colonization and exploitation of extraterrestrial space (UNCECEES). This Council will not be subordinated to any other Council of the UN, and its members will be democratically elected by the member countries. Its decisions shall be final and binding on all member states. The main functions of the UNCECEES will be: 1. Approve and register all the actions to be carried out in the extraterrestrial space, as well as the modification of its objectives and agreed terms in the cases where appropriate. 2. Collect and administer the taxes agreed in the Letter for the approved actions. 3. Control compliance with the Letter by the executors of the actions and propose the appropriate sanctions for the offenders. 4. To mediate between the entities that propose actions that may generate conflicts of interest to reach solutions acceptable to the parties, or cancel said actions. 5. Draft and submit for the approval of the UNCECEES the particular regulations for the different celestial objects. 6. Promote and finance research and exploration projects that have to do with increasing knowledge of the Universe. 7. Set out, finance and execute projects and plans that have to do with their control functions.
Conclusions A BETTER WORLD IS NOT POSSIBLE, THE EARTH IS THE OPTIMUM FOR US; IT IS THE ONE WHO HAS HOSTED US FOR MILLIONS OF YEARS, DESPITE THE TERRIBLE MALTREATMENT OF WHICH HE HAS BEEN OBJECTED, AND STILL COVERS US, DESPITE THAT. THE OTHER WORLDS DISCOVERED OR UNDISCOVERED DO NOT HAVE SENSE IF WE DO NOT PRESERVE THIS ONE.
HOWEVER, THE EXPLORATION, COLONIZATION AND EXPLOITATION OF OTHER CELESTIAL BODIES CAN BE CONVENIENT AND ACCEPTABLE IF THE PRINCIPLE OF ABSOLUTE AND OBLIGATORY RESPECT IS FULFILLED TO THE ENVIRONMENT AND THE LIVING BEINGS OF THOSE CELESTIAL BODIES ; AND IF THE PARTICIPATION OF ALL THE INVOLVED PARTIES IS ORDERED AND CONTROLLED IN A RIGOROUS MANNER.
