universities have different criteria for promotion and also different support for research. However, universities in Arab world set criteria similar to highly ranked universities though they do not peovide funding or time for faculty and are teaching intensive. would such factor set people and academic for success or it just drain energy trying to balance unbalanced criteria?

While promotion reflects material success, does it, in universities and colleges, reflect academic success? Faces that fit; minds that don't challenge?
I may say, I do not see any promotion !!! In the files yes. However, mostly there is no real applicable term !!!
@ArbenJSalihu but what about smaller schools and/or speciality schools? A national set of promotion criteria would be unlikely to reflect the values thst might be uniquely important at a particular institution.
Thank you for all your answers. am wondering when a school is focusing on RESEARCH and set certain Number of original research published in highly indexed journals but gives no funding or very very little amount of mo ey and less than that time for research, and gice minimum weight for teachi g and community service! would this be still a promotive criteria! Isnt promotion is to set people and uni for success?
Designed to teach the rules of the game to faculty. At least the rules at the particular university. So there are no surprises as the terms of appointment come to a close.
