What advice would you give on dealing when submit a manuscript for a journal for publication that keep pending 6-12 months to recieve afyerthat an email stating this is out of our interest! Or rejected and no reasons is given? Is that ethical? Is there any regulatory body to complain to?

There is no universal regulatory body one can appeal to. But, there is justice--Journals acting in bad ways won't last long and will never get reputation.
Said that, I know several reputed journals that a 6-month review is just normal.
Rejection with very few feedback usually happens "on desk" and very soon by main editors without even sending out for review. Some top journals have a very high rate of rejection on desk (30-50% of submissions)
Your case seems to me that the journal left unattended your paper in the drawer.
Always check the list of predatory journals before you submit, although this does not appear to be the case for you. More likely the journal editors are disorganized.
If you are sure it is a reputable journal, it is appropriate to inquire about the status after three months.

No regulatory body. All you can do is not submit there again, and tell your friends about your experience so they don't either. There are also websites like journalreviewer.org where you can rate the journal.
I had such experience, and accordingly I wrote to the editor and informed her that this is unethical, In addition , I sent to the reigonal director of the database -related Journal and they sent me email for rating and I gave my experience. Also I informed my colleagues not to sned for.
