An interesting and important issue. Publishing preprint has its pros and cons like any form of publishing. Preprint can be free, but recognizability on the Internet and recognition to be cited by other researchers may be small. In the absence of financial resources for publishing in magazines payable from Impact Factor, then you need to look for magazines with lower Impact Factor and free. This is the right direction for the development of science and its availability on the Internet. Currently, this process is taking place and will continue for at least several years. For many years, the process of digitizing scientific publications, research works, results of scientific research, diploma thesis and publishing them in online databases of scientific knowledge in open, free access takes place. Perhaps this process will lead to the digitization of 100%. or almost 100% all scientific knowledge until 2030. However, will all of this scientific knowledge be in open access? This question remains unanswered for now. In my opinion, this should happen.

I personally like the EU's approach, which has been to provide free publishing in reputable European journals, which are maintained as open access. It is like the US government agreeing to cover the publication costs for all AGU publications on the condition that they be open access (regardless of nationality). Never going to happen in the US, but we can dream. Most grants from funding bodies in Canada these days require that publications be open access (NSERC for example); however, these grants also allow for some funds to be requested to cover publication costs. The barrier here being that you only get government publication support if you can get a moderate to large grant, creating a barrier to entry.
