Conducting and keeping the high standard of research are usally managed by the researchers institutional ethical committees. Plagiarism issues managed by the publishing journals editorial board issue. If somebody (sb) breaks the rules in the former then potentially breaks the rules for the latter.

For sure, Ithenticate or Turnitin are effective in determining text originality index. However, I also believe that instructor’s experience is an effective built-in tool in determining text originality. I was very fortunate to meet and learn from some professors who can use their deeply-rooted academic experience in judging student writing style. I’m not against using technology, but I’m saying that we should not completely rely on it!
