I think Yes such datasets can be interesting for researcher communities. For example:
-To investigate different kinds of pollution as compared to other areas
-For carrying out research about disaster and rescue options
-To map and predict trends in the value/cost of such buildings etc
I also believe that open datasets are a useful and interesting resource for the research community and those wanting to get into the research industry. For the former it provides researches with a pool of information that they have not had to gather themselves and for the latter such datasets provide a great source of data from which to practice data analysis.
The difficult part is probably having the right individuals with the right interest find the dataset. It might be useful to go to some of the 'Hackathons" being organised in various sectors. Eg Health and government are now sponsoring Hacking Health or Hacking Gov events where enthusiastic computer scientists, analysts, entrepreneurs and subject matter holders can get together to create value from specific problems. Having a dataset with a question is a good thing to take to such events..
