Conference proceedings capture a researcher's insights and contributions usually presented to a broader audience. But these papers may not be equivalent to journal articles because journal articles do undergo thorough peer-reviewed process.
Thus, I would like to learn if Conference papers which have not been Peer-reviewed are considered as publications and are Citable.
There are conference proceedings that are peer-reviewed, and others that are not. But even if a publication was not peer-reviewed, it is citable.
I will add that anything that you publish is citable. That is the reason that BibTeX has several categories for it (not a proof and utility). Peer review is only to tell you that paper is accepted by the establishment. If you give credit to the establishment then it is important. I personally do not give any credit to the establishment. If fact proof that in my area of ship navigation and stability is almost all is violation of the second law of thermodynamics.

Enoch Kabinaa Suglo to your answer there is a hidden assumption that "experts" are really experts without motivations. These experts are only people that hold the establishment views and check if the paper conformed to these ideas. If these ideas happened to be correct then this filter is appropriate. I can provide a long list of people who make breakthroughs when the establishment claims that these individuals are idiots. Here is a shortlist Jon Ohm from Ohm's law, Wagner from tectonic plates, Galileo from G etc. It can be argued that marine engineering or marine architecture is the oldest engineering discipline in existence. Furthermore, it can be argued that the smartest people ever existed study this area like L Euler the Bernoulli family, Pierre Bouguer (beat Euler in math competition, and a professor at age 15) just to name a few. According to me, all were wrong in regard to marine engineering. Thus, the establishment basically will stop any publication under the claim that it is erroneous or another bogus claim. Likely there are today ways to bypass this mechanism which you are insinuating to be pure. Clearly if they were right someone would answer my disputation call and humiliate me and not send minions to argue. The point that I make is that idea stands on their legs and not on someone's approval (i.e. peer review).
