The poor academics you refer to only delay not stop knowledge progress. For example, consider the period after the fall of the Roman Empire. For a thousand years, Europe could not build as grand as he Romans. But knowledge progressed elsewhere and it was slowed. But those peoples wishing conquest continued the development of knowledge. If the academics in one country don't advance, another will. So, the center of advance went from Egypt to Turkey (iron use), to Greece, to Rome, to the Catholics to northern Europe with the suppression of Galileo, to England, to the US. Now the US as you observe is doing as previous academics and power centers did. Now where is the center to go?

The difference today is that since 2012 avoidance to go green market when academic consensus was to go green growth, green economies, and green markets at 2012 RIO +20 conference the whole world is doing it: The UN, the EU, the OECD, the world bank, the IMF, all universities, and all countries signature of the paris agreement.

We live today in a world under dwarf green markets because of green market paradigm shift avoidance, yet academics at all levels are trying to use either sustainability theory and/or perfect green market theory to justify implementing dwarf green markets like environmental pollution management markets not realizing or knowing as a fact that dwarf green market thinking works the opposite as green market thinking and it indicates that the world never intents to transition from dirty economies/environmental pollution production markets to environmentally clean economies/environmental pollution free markets.
As dwarf green market actions gives you the feeling that you are doing something environmentally friendly, the environmental system sooner or later will collapse in front of our eyes, and after the blame game perhaps in a more painful social, economic, and environmental manner the world will finally respect Thomas Kuhn's scientific paradigm evolution loop and implement green markets/environmental pollution reduction markets that they should have implemented since 2012 Rio +20.
Only independent thinkers may live without academic tunneling and willful academic blindness as they will follow the direction the paradigm shift should have taken when writing whether politically feasible or not at that moment as sooner or later the closing the the green market paradigm shift knowledge gap created if there is shift will be needed at least as food for thoughts. In perfect green markets, traditional micro-economic and traditional macroeconomic thinking does not work you need to think in terms of true green micro-economics and true green macroeconomics.
I summary, today is not just one empire or one country or one region of the world using academic tunneling and willful academic blindness it is the whole world, academic, non-profit, government, and international organizations, so it is not a question about where the center goes next this time around, but it is about "will it take the world the running the environmental system underground for the paradigm shift to green markets to finally take place so that we can create a way to transition towards the environmentally clean economy in the very long term".

Each era had their own ``blinders''. Green is not universal, but is widespread in the western countries. Although China signed the Paris agreement, they are far form green oriented. That is the green oriented countries allowed China to not practice - I suppose just to get their signature. The green agenda is increasingly being questioned. Besides, if the Sun-is-the-source crowd is correct (a minority view but still one of the developing alternatives Kuhn would like), we may see a cooling which will put Kuhn ideas on track.
I read Kuhn as commenting on long term trends. That is why I commented with century trends, The trend of decades is too short for the Kuhn concept. In the term of centuries, the early 1800's cold serves to reject the Heat wave, Most heat model also tend to ignore the 1940s cooling. But this serves to your point about social forces tend to misapply science.
One could have injected China and the Mideast in the trends. If China has a collapse, their correction from the collapse could be the tolerance of ideas which is the prime requirement for a Kuhn paradigm shift.
John, the environmental problem is a global problem regardless of local roles/contributions/footprint like China or Canada or the USA or the EU.
Had at least the western world gone green in 2012 and set up green markets and China and India and Russia and other countries were out of green markets, then perfect green market theory suggest that you can put a cost on importing non-green goods and services so green markets could have been used to push China to go green markets or lose the western markets. Had the EU together with the rest of the western world gone green markets, the energy impact of the war in Ukriane on EU countries would have been small as they would have gone out of non-renewable to produce at the lowest green market price possible and hence they would not have provided money to Russia for buying non-renewable energy to amass a stronger military....
Just a Covid brough countries to their knees because it affected the survival of the supply side of the market/THE RICH without the possibility of decoupling from the health threat, then when the environmental crisis becomes binding and threaten the survival of the supply side of the market/THE RICH without a decoupling possibility from the binding environmental threat, then they will move towards green markets as a way to save the survival of capitalism as green capitalism as countries again will be on their knees.
