Thank you very much for your interest in topic. I am doing my PhD course in K.N.Toosi University of Technology, Energy Systems Department. I am going to apply for a Visiting PhD Student (Researcher) Position in another country. However, I do not know how should I start the process. What should I write in my letter to a Professor? and what is the best way to ask for fund in the most polite possible way? In addition, my plan is continuing scientific activities in that country after that, how should I say that and it is OK to say before they get to know me at the time I am there? I am looking for some details like that.
I would deeply appreciate it if you have anything to help me out with that.

Ali - it depends where you are applying for such a position. I don't mean to sound negative, but for the types of countries where I am from UK, New Zealand and Australia - the competition for such posts is highly competitive. Teams are unlikely to recruit from outside their known pool - and they would most likely use their own PhD supervision/and or colleagues HDR students. The exception may be if you study research team/projects well - and identify a particular skill-base of yours that is needed that you think that no-one else has.

Thank you very much for your complete answer. Why negative? I should express my sincere gratitude to you for sharing me your valuable experience and being "realistic". It is a fact, and I totally agree with you. In order to take a position like that in a foreign country, people from other countries should work harder and prove their difference compared to the other people.
In addition, I would like to thank the researchers who are following the topic so far, Dr Dean Whitehead, Eng, Md. Saidur Rahaman, Dr. Mohit Bajaj, and Slavoljub Hilčenko.
A positive point about this topic is I got to know some new researchers as my friends in the academic area.
