Depends on whether you are looking for a simple, deterministic result (e.g. a fire has occurred) in which case partial budget should suffice, or whether you are looking at a likely loss (probability x economic cost) in which case you need to do a risk assessment (of fire and consequence) to get a probability and then perhaps do a Monte Carlo analysis.
