70% well kill the cell. You must use less than 50 % to keep cell alive. Regards.

in my experience with HaCaT keratinocytes, Ive always used final concentrations lower than 0.1% without citotoxicity issues.
Of course, you'll have to test it on your own cells, as the tolerated concentration may be different from one cell lines to another.
Remember to add a vehicle control, to exclude any biological effects from the vehicle itself.
