Willingness-to-pay is well known concept in Consumer Economics. But a few years ago I decided to take into account a willingness-to-pay of a nation (country) to calculate its optimal contribution to the budget of an international union in which this country participates. The reviewers generally achnowledged the idea is noval and interesting. However, the main problem is to estimate the willingness-to-pay at this level. Nation-wide survey seems to be the only way to get adeqate information on it, isn't it?
