I'm talking about the rural land between the boundaries of large cities and smaller surrounding towns. What criteria should be used to develop these "empty" lands? (Landscape, what type of uses, densities, linking urban designs, etc.)

Thank you. I did think that one approach is Real Estate and appraisals. I am looking for planning, urban design, landscape approaches and I clarify "outside of what DESIGN" implies. For example have an urban seed: transportation, public services (roads, schools,etc) and the very last housing. Yet how to approach this under rules of thumb for urban development and social enhancement. Land value is key factor and shall be inclusive for different & diverse social strata: social mixture is desirable.
Have a look at the Green Heart of Holland ("Groene hart") between the four largest cities of the country. Maybe you find a base for further discussion.
