In general, proper journals will not have a article publication charge. The ones that request money to publish are often predatory. If you are looking for Open-Access journals that ALSO don't charge, then the list gets quite small, but some good examples include TESL-EJ and CALL-EJ (The "EJ" stands for electronice journal; these journals keep their costs down by not producing paper copies)
