Some species are resistant to allelochemicals released by others, so there is some degree of specificity. However, I don;t think there is any evidence that a particular species has an inhibitory effect on a single other species.
It is interesting to see this phenomenon in nature. In my experience Casuarina may have some allelopathic effect on the other plants. I did research in Casuarina plantation. I noticed that there were no plants germinated or grown under the floor of the plantation. One effect may be the accumulation of the non-decomposed fallen Casuarina leaves for a thickness of 5-10 inches. I do not exactly know this is due to the allelopathic effect/s. I planned to have a study on that. Please share your experiences in this issue.

Still, it doesn't address the question if specific species can be targeted. I don't know of any references demonstrating this.
