In two of the oldest modern democracies (US and France) foreign affairs and security policy are in the hands of the President, while parliaments have only got a consultative role. For the first time in history, a US-President gives voluntarily a stronger role to the Congress. Can this be interpreted as a democratisation of Foreign Affairs and Security Policy?
