I think it is better to divide the bandwidth unequally since some of the calls differ in term of how much of bandwidth they want so when the bandwidth is divided equally this may save bandwidth greater that the call need in which this bandwidth when it is divided unequally will be divided based on the need and the extra will return to the pool of available bandwidth for another call

divide the bandwidth equally among the services may wast the resources, and it not guarantee the QoS (it depend on the service type), equivalent (effective) bandwidth strategy is the best in term of number of accepted calls.
