Dose anyone know how to generate the 3D surface plot of IHC picture? I read a paper ( doi: 10.1002/cam4.231 ) mentioning the technique/software named "Protein Expression Quantifier" in quantifying the figure of IHC. I want to learn how to make these figures.

You can make surface plots with many packages in many languages, but in my opinion the easiest and most customizable would be R and Python.
A good place to start learning about how to do these is on the Plotly website: https://plot.ly/r/3d-surface-plots/
Personally, I would start with R, as it's much easier to get up and running with making complex 3D plots (and can be done with no additional packages). If you can't quite get the level of customization you want, switch to Python plotting tools where you can control every fine detail. The R package, plot3D, is my preferred package for any 3D visualizations.
If you just search "R 3d surface plots" or "python 3d surface plots" many packages, tutorials, and various tools will come up to help you get started.
