We have many threads regarding Open Access publishers, especially the predatory ones. I've stumbled over another type of seemingly predatory publisher, the IEICE (Institute of Electronics, Information and Communication Engineers).
The first link shows the authors' charges (8 page LATEX file = 817 USD, MS Word file 1,200+ USD), the second the pay-per-view announcement for an article in their transactions (30 USD, now that's cheap!). I assume, no library has this journal in stock.
What do you think of this?

It is good that you highlighted that predatory Journal to RG members to safe position and be away from such false publications.
They are not the only ones. Many others do it. I believe that any organization that charges authors is questionable.

I don't think they claim to be Open Access, but from what I can see they stick they label Open Access on things that are normally free anyway, such as the Editorial. It's hard to discern from the terms and conditions, written as they are in appalling English, but they want you to pay high page charges, sign over your copyright then sell your work for profit to them with no financial benefit to the author. If you were to pay those charges then a reputable Open Access publisher would seem a better alternative.
We live in a world in which there is shortage of honesty. The original hope was that those, who are related to science or education, have learnt that the straight line is the shortest distance between 2 points. Dr. Michael Brückner has thankfully shown that there are those who are collecting money at the expense of the scholars in a deceitful way. They know that the scholars are cornered under the pressure to publish & that is why they charge 817 US $ but they know as well that a young scholar, who needs an information, will not pay too much so they charge 30 US $ only. In both cases, it is obvious that all of this is a vicious circle of tricks.

Interesting discovery. If they are charging readers, then they are simply not even open access... All these will vanish once the proposal for publishing on RG becomes operative.
@Emre, I've already contacted Jeffrey parallel to this thread - but just in case. Beall's List is about Open Access and IEICE is not a classical OA publisher but predatory anyway. So, he's informed.

It would be quite interesting to hear / read the arguments of those scholars and researchers who do feel that it is entirely logical and ethical to pay for publications, either as an author (producer) or as a reader (consumer). There must be enough wealthy scholars and researchers who endorse such an opinion, otherwise no one would come up with a business plan based on that assumption!
Very much looking forward to seeing RG as a possible academic publication venue for what it is worth!
Do they pay their reviewers? Otherwise it is a clear theft.. Totally unacceptable behaviour, leave them to their loneliness..

I guess, charging authors is likely to encourage bogus authors to get on the publication band wagon. At the same time, it is likely -either in the short or long terms to discredit both those who publish as well as the journal. It seems that this is mere opportunistic behaviour with no other objective than monetary gain!
