We have many threads regarding Open Access publishers, especially the predatory ones. I've stumbled over another type of seemingly predatory publisher, the IEICE (Institute of Electronics, Information and Communication Engineers).

The first link shows the authors' charges (8 page LATEX file = 817 USD, MS Word file 1,200+ USD), the second the pay-per-view announcement for an article in their transactions (30 USD, now that's cheap!). I assume, no library has this journal in stock.
