This rule is quite stringent, indeed. Realizing the importance of minimum publication standards is crucial, especially before it's too late. If you have time to cover up, please do so. It's never too late. Following the pace of three papers per year, an individual would need to publish 90 papers over the course of 30 years to accumulate three decades of experience. So, in other words, 90 papers equate to 30 years of experience for an individual.
