Dear Shubang Vyas as already mentioned in the previous expert answers, the solubility of 2,4-dinitrophenylhydrazine in water is very low (almost negligible). Commonly, reactions with 2,4-dinitrophenylhydrazine (e.g. for the characterization of aldehydes and ketones as 2,4-dinitrophenylhydrazones) are carried out in ethanolic solution. A particularly good solvent for 2,4-dinitrophenylhydrazine is diglyme (= bis(2-methoxyethyl) ether).
