We have hafnium metal powder(99.9% , APS less than 40 micrometere )The problem is that it is stored under water. Since hafnium is very reactive when in fine powder form , it is stored under water to isolate it from the air. But we need it in dry powder form.

essentially You want to remove the water under an inert atmosphere then complete your manipulations also under inert atmosphere.
once you decide the inert atmosphere technique that best fits your procedure you can decide how to dry the hafnium.
glove box, Schlenk glassware , and so on all have solutions to your problem. But you have to pick the technique!
