Consider a highly metastable soap foam structure. An external stimuli is used to induce lowering of pH which triggers a catastrophic collapse of the entire 3-D foam structure. How can we design such foam ? What are the parameters and characteristics to consider for design?

That sounds a bit like the Super-Kamiokande implosion to me ;-) (see attached file). Maybe you can get some inspiration from this... Basically, the collapse of a cell must trigger the collapse of further cells. I could imagine you could foster such behavious if the medium inside the bubles is different from the outside medium.
