I always reads in the internet saying that it is quite harmful to aquatic life and etc. But, at the same time I also found some researchers who use it in their formulation to makes a marine coating for steel. So, can I also safely assume it is fine? Or is there a method which can process ZnO into a non-harmful substance without losing its beneficial properties?

Nano ZnO is friend for environment because, it not toxic but must cure during used it to ensure it not inter in human's body ( i.e lung )..

It seems to be ZnO Nanostructures are echo-friendly among the harmful semiconductors. As far as cosmetics is concern it is the natural disinfectant and base for them.
ZnO is eco-friendly as far as I know. However, the word "eco-friendly" is too vague, because the balance of the components is sometimes much more important then the components themselves. The expression "ZnO is aco-friendly" does not imply that one can release large amount of ZnO into the nature without putting the nature in serious hazard.
It is very dangerous to aquatic life, like all other nanoparticles. Zinc oxide is dangerous for aquatic life in several regards.
One, you have the general circumstance where through ingestion/inhalation of nanoparticles physical damage to cell membranes and fish gills etc could occur.
Second, zinc oxide also leads to apopstosis, or basically genetically encoded, programmed cell death. With ZnO one gets apopstosis along certain cell lines.
