What did you try so far? Did you search literature? Surface topography modification by means of laser radiation, water jet or else should be first choise in case you don't want to use chemical modification.

Yeah, I have tried CO(2) laser irradiation rather chemical treatment.

Maybe use femto second laser ablation.
