It appears to be a very old term of art in the dyestuff industry. I found xylene cyanol FF in a dyestuff publication from 1921, and the FF designation was in use in 1905. The reference below says that it means superfine (as in F for fine, FF for superfine), but I don't know what is meant by "fine" in this context.
