Hello! In a perspective article you should offer new insights into recent research, or provide new data in support of your argumentation. You should obviously quote the existing studies and literature on the topic.

What is the difference between perspective and review? Any insights?

A review article is generally shorter (you should refer to the specific journal style sheet for more info in this regard). You generally review only one piece of academic work (e.g., a book); you state what the book contains, how it is structured (chapters etc) and you generally take a stance (i.e., you say why you think that book is innovative or relevant). The reference list is generally very limited (but, again, this depends on the journal style sheet).

Any discussions on writing a scientific perspective article?
The Perspective presenting the author's opinion and insights regarding current research or other topics of interest to scientists should be concise and stress a new and unique viewpoint on existing problems, fundamental concepts, or prevalent notions on a specific topic, propose and support a new hypothesis, or discuss the implications of a newly implemented innovation. Perspective pieces may focus on current advances and future directions on a topic, and may include original data as well as personal opinion.
