Writing a review article allows a person to be exposed to a vast information and background on the topic of concern. In addition, the person's writing skills are vastly increased. Knowing what has been investigated in the topic of the review provides the person with new ideas, tools and pathways to pursue research.
Personally, every year I write 2-3 reviews and I encourage my students to coauthor with me these reviews. Frankly, I have gained a lot of information on the topics of these reviews that previously I have not possess them. Therefore, I strongly encourage all researchers to experience such important and enjoyable experience of writing reviews on the topics that they are going to research.

yes, writing a review paper is really the beginning of a good research. Initially a good knowledge of the subject is required which can be fulfilled very easily while writing a review paper on the topic.
It may be vice versa. After completion of PhD thesis, the supervisor and student have enough knowledge and data to write a review on a specific topic
In some of the department s of my institute, the first paper that a research student has to send for publication is nothing but a review paper. This is the way they used to start their research. I also think that its really good to start research through writing a review article.

It depends on your plan. As you know, literature review is continuous during the research and many literature studied with a lot of information might included at the end of the research. However, we all agreeed that good literature review at the beginning of a research is very important to specify the gap between your study and previous findings.
