Who is this survey directed towards in the power plant value chain (operators/managers/engineers/planners/financiers/owners-investors/regulators)? Looking at your survey, certain answers are more operational, vs. planning, more technical vs. logistical.
Clarifying the research question, sampling frame, population of interest, etc., can garner better quality data.
