Cyanophytes/Cyanobacteria/Cyanoprokaryotes are taxonomically prokaryots, bacteria. Algae are taxonomically eukaryots. Please see the attachment.

Thank you, Bohuslav. But why do some scholars group them with the algae and even refer to them as "harmful algae"?

Ecologically, cyanobacteria and algae have the same physiological function in the nature, they are mostly primary producers, i.e. they do photosynthesis. Cyanobacteria and algae are ecologically just called algae beause of their photosynthetical habit and of many microscopic and macroscopic assemblages they do.
