Would it be ok to factor in thoron risk when calculating internal harzard index (Hin) in relation to soil?

The difference between Raeq and Hin is the risk factor for Ra-226 in which case it doubles in the latter to account for Rn-222. Shouldn't the same apply to Th-232 to account for Rn-220 when looking at soil? Bearing in mind soil is used for construction in parts of the world?
