I want to submit my paper for review in the journal of thinking skills and creativity. This journal is published by Elsevier. Now the price for paper publication in this journal is 1100$. I tried to figure out if I should pay the sum right at the beginning of the process or that payment is made only after the paper is accepted for publication. I guess that payment is done in advance but I would be happy if you share your knowledge with me as about it. I tried to contact Elsevier but it wasn't very helpful so far.

The usual practice is to pay publication fee, that is payment for the publication of accepted papers, and hence no payment for rejected papers. But look also if the journal charges some sort of 'reviewing fee'.
If a "journal" asks this, it may not be ethical. Be sure to check it against predatory journals lists.
