it can only use on energy band to determine the type of semiconductor belongs? For example the concentration of electron more than hole, the fermi level will be close with conduction band.. something like this?

Although in the wikipedia site you quote it says: " The Fermi level of a body is a thermodynamic quantity" it is more of a basic concept referring to the highest occupied energy level in a solid metal at absolute zero temperature subjected to Pauli principle for fermions.
It can in principle be derived ( and is done) from the knowledge of the energy levels of the element and its solid state bonds spatial potentials.
In semiconductors it lies indeed close to the middle of the bandgap which appear in semiconductors and insulators due to the quantum effect of broadening the electron levels .

The Fermi energy is a concept in quantum mechanics usually referring to the energy difference between the highest and lowest occupied single-particle states in a quantum system of non-interacting fermions (Subatomic particle which has half-integral spin) at absolute zero temperature.
