Has anyone modelled wind in FLUENT with velocity changing over the height?

Not yet; but I think you can integrate your velocity distribution with respect to height into Ansys Fluent by means of a UDF function.

It can be solved using a UDF to change the velocity over height. i can help in this point as i have a good experience in Fluent UDF.

in this case, you have to a required domain and your body
for modeling, you select your body like wind turbine rotor, car body, plane etc..
then you have to create a flow around this body or system it's known as domain
this complete form of combination you just discrete in a small element
and that part is known as meshing.
and the apply boundary condition of your real problem
run this case in fluent with the diffrent boundary condition
witch gives clear picture e of flow after analysis in fluent witch is your results
