The problem of urban traffic persists even the technology is becoming more advanced. Some of developed economies have enforced the regulations and norms concerning the environmental pollution caused by transport activities. However such policies maybe not applicable in developing economies as a consequence of fraud. In this case we are researching the possibility of pricing policy transformation to a highly flexible policy which should automatically determine the price every user in traffic should pay.

Encouraging usage of public transport and discouraging ownership of private vehicles will definitely reduce the air pollution and burning of fossil fuel. The Government off course has to provide its population hassle free and very efficient public transport system. Singapore is a classic example of the same.
I am not an expert in this field AT ALL but just an observer of general trend. Here in the US there is no emphasis on the development of public transport even though there is a great deal of interest. Public transport systems even in major urban areas are inefficient and generally poorly maintained. To solve this problem entrepreneurs will offer up the solution of driver-less "Uber" or "Lyft" platforms which will be privately owned, expensive for the user (because there will be minimal competition in the long run), and most of the profits will be passed up the food chain (i.e. no drivers, few full-time employees). Everyone who can't afford to use the service will walk or perhaps bike to work. Maybe that's a good thing if those using the roads actually pay for them. Doubt it. Taxpayers will foot that bill as well. So, the number of "private" cars may actually stay the same (or probably decrease slightly) over the next say 50 years. If these vehicles are electric which they probably will be that will be one good thing.
Increasing the price of private transportation can only lead to a reduction of demand if there are alternatives to car use. When public transportation is not being improved at the same time, a price increase will accomplish nothing from the perspective of reducing pollution and congestion; only more revenue for the government coffers. Electric or hydro cars solve the pollution problem but not congestion. Technology can help where it allows us to work where we live (work from home), which should be an alternative for many positions although not for all.
