We have been experience digital divides despite progressive adoption of policy driven ITeS for development. With the increasing use of internet enabled services (Web 2.0 and above!!!) it is likely that prominence of ISPs would increase along with dominating market control through telecom network operators. So, are there any positive indications to support net-neutrality in any country whatsoever?

Dear Dr. Misra, I fear you confused the idea of information sharing with asking other people to do your work. You actually had a question and in order to receive an answer, you maybe should provide concrete and all the relevant information that is necessary. I am not sure how others would see this issue but for me, it is very rude to ask me to do the work you should have done. I am sorry but maybe for the future, my comment helps.

Net neutrality, if universally achieved, is supposed to provide equal opportunity to all sort of public/people's opinion on the world wide web. Hence, to the extent that the people concerned about developmental sustainability are fruitfully using it for that purpose, net neutrality will be a positive factor for sustainability. Also, it will add much to informational symmetry across the societies. I suppose it will add to developmental durability down the intergenrational lane.

Net-neutrality is not something new to be achieved, but rather a default network behaviour which is being eroded. Prioritising network traffic for specific companies (eg. google being a very strong proponent) favours incumbents and creates a more difficult environment for new-comers to compete - the emergence of services like youtube for example, depended a great deal on net-neutrality. So now they are "kicking away the ladder" making it hard for others to follow. Given that ALL of the major incumbents set to benefit from net-non-neutrality are based in OECD countries one can certainly make a good case that net-neutrality can be important for "development" in non-OECD countries. Assuming you measure ICT4D goals in terms of production of internet services rather than simply distribution and consumption - ie. how many of the world's population can access existing services.

The concerns that Internet service providers could discriminate (block or prioritizes) against other providers (content, information, services, or applications) persist. Internet as a global communications infrastructure reaches 59% of the world population (4.54 billion people), but what happen with almost the other half. The Internet has become an indispensable tool for users around the world, as well as being a fundamental facilitator of innovation, economic growth, and social benefits. During the COVID-19 pandemic we have witnessed the importance of the NN principle and Internet, most of the national regulation agencies and researches mention that the importance of NN in Internet, increase the social welfare . With the Internet playing a critical support role for businesses, education, entertainment, and social interactions, a non neutral net could dimihish the number of new startups
innovation and the production of content, services, and application, or could affect the users rights to acces information, or knowledge.
