My control (stainless stain) responded a higher intensity of Raman shift than my sample (TiON). I am wondering if the mirror-like sample would enhance the noise of Raman, or it just does not work.

We didn't have it on the samples since the Raman is just the normal one, not SER. Or do you think only the SER could help with the measurement?

OK. Then record the Raman spectra at different places on your substrate (SS) and check your sample (TiON) seperately.
