AC Josephson effect states that dc voltage results in an alternating current across the junction.
In IV characteristics when I exceeds I0 of JJ there should be an affect of AC of JJ which reflect on sin wave oscillation in JJ's IV characteristic. But why the oscillation are not there in IV?
It depends how you measure. Keep in mind that frequency of current oscillations is in GHz range :).

It does that, it depends upon if you using DC voltage, AC voltage or both of them. Let us suppose you have applied DC voltage and you are measuring DC current then you will see sudden spikes and it is called Shaphiro spikes.
In case you have applied AC voltages then you will see steps in I which is called Shaphiro steps.
