I agree with you Mr Shukla, vegetation area take high NDVI values and regarding your result I guess the opposit that told Mr Dibs: the site is less covered vegetation area.

In this case, NIR and Red bands over the vegetation area have similar values (more correlated) which induce to low NDVI result (close to zero). I think this may be due to the presence of mist over the area as Miss Katarzina said.
Most of possibilities that you have to do were mentioned above. But, Just to add some points, I think you better see what methods used and what differences are there between the two Landsat images because the spectral values of NIR and Red bands differ in different land covers and basins.
