Why the International Sunspot Number is always lower than sunspot numbers published by other sources?

I, think due to individual stations

There are many factors,

for example:

1- Weather conditions, because it's change from place to other, consequently if there are pores sunspots you can't observe if not have a clear sky.

2- Observer experiment.

3- Solar telescope and other devices used during observations, the quality of solar image is depending on the type of telescope and camera .....etc.
