Why the Erlich or Salkowski reagent doesn´t dissolve and neither generate color when added to the IAA concentrations?

Standard calibration curve for IAA quantification by spectrophotometric method

Could you be so kind to explain me why the Erlich or Salkowski reagent doesn´t dissolve and neither generate color when added to the IAA concentrations?

I have tried using methanol, or ethanol or water with NaOH as solvent. And no pink or reddish color outcame.
