I have synthesized zinc oxide nanoparticles of different sizes by changing reaction temperature.
In all the samples the EDAX data shows the atomic percentage of zinc and oxygen different.

It seems your sample is non-stoichiometric. But for better results, you can trust XPS data rather than EDAX. Please go for XPS.
EDS can only tell qualitative information of oxide samples. Contamination is usually observed due to Pd, Au sputtering treatment, or due to synthesis method employed (like sol-gel). Oxygen defects cannot lead to 25% difference in elemental concentration. Actual percentage of Zn and O is not matching in data provided 80.34% and 19.66%, respectively.
